The reporter recently learned that in recent years, Jilin Province is implementing eight initiatives to innovate and develop the automotive parts industry. The goal is to take the opportunity of the transformation and upgrading of China"s industrial economy, establish and improve the three major systems of automotive parts collaboration, lightweight manufacturing and independent R&D in the whole province, strive to break through a number of key core technologies, accelerate the upgrading of the supporting capacity of the whole industry chain, and cultivate a number of industry dragons. Head enterprise, and then build a provincial, global-oriented international automotive parts industry base.

For this reason, Jilin Province is increasing financial support. Mainly relying on the automobile special fund in the provincial key industry guidance fund, we will focus on supporting the construction of a number of key projects, such as automobile lightweight, system assembly and three hundred billion-grade industrial clusters of automobile parts such as Fuao, Fuwei and Fusheng, and strive to achieve the local matching rate of automobile parts and components in the province by 2020 to reach more than 50%. At the same time, we are also supporting the construction of national and provincial automotive parts R&D centers, innovation centers and public test and testing platforms in Changchun, the capital of the province, in order to provide strong support for enhancing the supporting and independent R&D capabilities of the whole industry.

Actively promote the construction of industrial Internet infrastructure. The key point is to speed up the layout of 5G network infrastructure in Changchun, so that it can be commercialized as soon as possible, so as to provide network technology support for the application of Intelligent Network Unified Vehicle and the development of intelligent manufacturing for automotive parts enterprises in the province.

We will increase support for industrial integration. Provincial financial institutions are encouraged to provide credit support for the construction of major automotive parts projects, and various industrial development funds in the province are also advocated to support the construction of automotive parts supporting projects, mergers and acquisitions, restructuring of enterprises, technological innovation, technology introduction and achievement transformation through market-oriented operation such as equity participation, mergers and acquisitions.

Efforts should be made to reduce costs and burdens. Recent work mainly focuses on implementing preferential policies related to enterprise-related administrative fees, implementing preferential tax and fee policies for high-tech enterprises, and reducing the cost of import and export logistics of automotive parts.

Strengthen the integration of industry and education and the introduction of talents. The core is to strengthen policy support and promote the construction of integration mechanism between industry and education; relying on Changchun Automobile College to develop integration platform between industry and education, to speed up the training of specialized skilled personnel.

Stimulate entrepreneurs"innovative spirit. It mainly includes actively creating an innovative atmosphere for entrepreneurs, supporting enterprises to carry out key technology research, industrialization demonstration and the first set of applications of automotive parts; encouraging enterprises to create manufacturing innovation centers and carry out collaborative innovation of production, learning and research; guiding entrepreneurs to actively explore and participate in new forms and new modes of industrial development, thereby promoting the integration of industrial innovation and development.

Create a "convenient enterprise" government environment, establish a normal "convenient enterprise" service mechanism; accelerate the promotion of enterprise-related administrative approval online parallel examination and approval, to provide convenient services for enterprise project construction procedures; guide social service institutions to strengthen consultation services on intellectual property rights such as the transfer of patent technology and property rights maintenance for automotive parts enterprises.

Establish the risk prevention and control mechanism of provincial, municipal and FAW three-level automotive parts, and strengthen its system construction to improve emergency response efficiency; support automotive parts enterprises to establish quality dynamic evaluation system by using advanced technologies such as Internet and big data, so as to realize product traceability and life cycle management of key products.
